所謂價值是指一個主體有了慾求，當找到客體(東西)來滿足其慾求時，就產生了價值。本中心成立的宗旨包括：(1) 創造並管理價值。(2) 瞭解價值的深意。(3) 提倡正確的價值觀。
所 謂價值觀是指價值取捨的觀點與傾向。亦即 (1) 想滿足那些慾望的觀點與傾向。(2) 透過取用那些客體 (東西) 來滿足那些慾望的觀點與傾向。例如，想要滿足賺錢的慾望，有人用正當的勞力方式來滿足 (這是正確的價值觀)，而有人卻用不正當的方式來滿足 (這是不正確的價值觀)。投機取巧、知法犯法是不正確的價值觀，守法走正道並努力向上精進是正確的價值觀。投機取巧雖能獲得個人利益，但是聚集邪氣將會愈來愈多，只會讓自己成為被鬥爭與算計的對象，終將對自己造成大害。守法走正道則凡事以公平公正為根基，則能以互蒙其利為自己聚集正氣，終將為自己走出一片平坦大道。正確的價值觀不僅利已，更利人；而不正確的價值觀，不僅害己，甚至會傷害他人，造成社會混亂，造成諸多罪過。
本中心主要希望去分析與研究如何運用資訊科技來進行價值管理的相關活動與議題。本中心因此提出所謂價值計算 (Value Computing) 的概念來涵蓋本中心想運用資訊科技的計算能力，來進行相關價值的活動。其中，社會價值計算 (Social Value Computing) 是目前本中心的研究重點。
所謂社會價值計算，是針對一個群體所形成的社會來進行價值的管理。亦即探討一個群體是如何規劃與產生價值的。這其中可以從多方的角度來進行觀察，包括，群體整體的層面，以及個體的層面。

A theory provides a general framework to describe a system and a general method or guideline to solve or manage a system. However, everyone needs to exercise this theory in many practical situations to realize the true soul embedded on the theory. Without multiple practices, a theory is hollow and not usable. |

|
A theory is a conceptualized description of an indicated target. This target can be a phenomenon which can have a set of real instances emerged under different circumstances. To conceptualize a set of real instances means that it tries to find out some common attributes and rules among these instances. If there is a logical or resonable inference from these common attributes and rules, this logical inference can be regarded as a theory. That is, a theory can interpret the common behavior of the targeted set of instances.
When we study more instances by reviewing its insights of contents, we can find more common attributes among these instances. Therefore, we can say that 99 practices can formalize a theory. |
